POSITION OBJECTIVE: The Senior Director of Licensing is responsible for the development, oversight and management of the Level 1 licensure process.This position provides leadership, guidance, and direction to the Level 1 Licensing team. This role is responsible for all aspects of Level 1 licensing, including outreach, training, regulatory compliance, licensure, and support functions. This position drives performance improvement and compliance of the kinship program to stabilize families and ensure child safety, while preserving and strengthening family relationships, family identity, culture, and ethnicity. The position develops and implements strategies to meet the statewide Level I licensure goal of 40% of relative non-relativeplacements. In addition, the Senior Director participates in quality improvement initiatives to enhance compliance, efficiency, and service effectiveness, aiming to achieve better outcomes for the children and families served.

ESSENTIAL FUNCTIONS:

·Responsible through management of supervisors for the performance of the Level 1 Licensing department.

·Ensure that policies and procedures are developed and maintained that reflect licensing standards and bestpractices of the Florida Statutes, Administrative Code and contract compliance.

·Create a department culture that fosters communication, initiative, innovation, and accountability.

·Utilize data and metrics to track performance

·Leverage automation where appropriate to streamline process and maximize efficiency.

·Create plans for ongoing process and performance analysis to ensure focus on the department's core objectives in an effective and efficient manner .

·Ensure completion of federal funding reviews, federal funding annual report, development of the federal funding annual plan and other applicable regulatoryaudits.

·Facilitate communication with system partners to ensure and support Level 1 outreach and education.

·Create efficiencies in meeting performance targets and deliverables

·Supervise and guide the team in completing tasks and attaining goals through effectively motivating others, developing processes and protocols, managing time, making decisions, meeting deadlines, and resolving conflicts and barriers to completion.

·Engage in coaching and mentoring staff to assist in staff development

·Think outside of existing paradigms by demonstrating and promoting the expression of fresh insights or innovations regularly with staff to promote a culture of success and ability.

QUALIFICATIONS:

REQUIRED:

  • Bachelor's degree and at least 5-8 years of child welfare experience, experience in child placing licensing or appropriate knowledge of licensing and regulatory standards.
  • At least 3 years of management experience
  • Florida Child Welfare Certification

PREFERRED:

  • Knowledge of state SACWIS/CCWIS systems; FSFN
  • Knowledge of the current System of Care

SPECIAL CONDITIONS:

  • Thorough Background Screening upon hire including FBI, FDLE, Local Law check, Employment Reference check, DMV check, Criminal Records check, Social Security Trace & Drug Screening.FDLE check will be run at least every 5 years.
