Job Purpose

The Senior Construction Manager - Collaborate Delivery Solutions provides senior leadership for complex municipal water and wastewater infrastructure projects delivered through design-build and alternative delivery methods. Typical projects include water treatment plants, wastewater treatment plants, pump stations, pipelines, headworks, process upgrades, residuals handling systems, and rehabilitation or expansion projects at active facilities.

This role is responsible for integrating design, construction, commissioning, and owner coordination to safely deliver projects while maintaining continuous plant operations where applicable. The position serves as a senior representative with municipal utilities, regulators, engineers, and internal teams and requires deep knowledge of treatment processes, constructability in live facilities, and regulatory compliance.

Essential Duties Responsibilities

  1. Design-Build & Preconstruction Leadership


  • Lead constructability and phasing reviews for treatment process systems, yard piping, process mechanical, structural, and electrical/instrumentation scopes.
  • Collaborate with designers during pursuits and preconstruction to optimize treatment layouts, sequencing, maintainability, and operational continuity.
  • Support design-build pursuits by contributing to technical approaches, construction narratives, pricing strategies, and risk registers.
  • Identify and mitigate risks related to permitting, tie-ins, outages, sequencing within active facilities, and regulatory approvals (state, local, and utility-specific).

  1. Project Execution & Operations


  • Provide overall leadership for large or multiple water/wastewater design-build projects, including greenfield and brownfield facilities.
  • Direct Project Managers, Superintendents, and field leadership to ensure disciplined execution consistent with company standards and municipal contracts.
  • Oversee complex sequencing required to maintain plant operation, water quality compliance, and uninterrupted service to the public.
  • Ensure coordination between civil, process mechanical, structural, electrical, instrumentation, and control systems throughout construction.

  1. Safety, Quality, & Regulatory Compliance


  • Champion a strong safety culture with focus on confined space entry, hazardous materials, process chemicals, craning operations, and live plant environments.
  • Ensure implementation of project-specific safety and QA/QC plans aligned with municipal standards and utility requirements.
  • Maintain compliance with environmental permits, safety plans, and governing regulatory agencies.
  • Verify construction execution aligns with design intent, treatment performance criteria, and operational requirements.

  1. Startup, Commissioning & Turnover


  • Lead construction support for startup, testing, and commissioning of water and wastewater treatment processes and systems.
  • Coordinate with design engineers, vendors, and owner operations staff during process validation, performance testing, and turnover.
  • Ensure complete and accurate closeout documentation, including O&M manuals, training materials, and as-built records.

  1. Client & Stakeholder Management


  • Serve as a primary senior point of contact for municipal utilities, engineers, plant operators, and inspectors.
  • Lead project-level progress meetings, issue resolution discussions, and stakeholder coordination.
  • Build long-term relationships with water and wastewater utilities through consistent delivery, transparency, and operational understanding.

  1. Financial & Strategic Accountability


  • Maintain financial oversight of assigned projects, including WIP forecasting, change management and margin protection.
  • Provide input to executive leadership on staffing needs, market strategy, and upcoming water/wastewater opportunities.
  • Capture lessons learned and contribute to continuous improvement of water/wastewater design-build delivery practices.

Minimum Qualifications

  • Bachelor's degree in Construction Management, Civil Engineering, Environmental Engineering, or related field (or equivalent experience).
  • Minimum 10-15 years of progressive construction experience, with significant leadership responsibility on water or wastewater projects.
  • Demonstrated experience delivering water/wastewater treatment and process-intensive projects using design-build or CM-at-Risk delivery methods.

  • Strong understanding of water and wastewater treatment processes, yard piping, pumps, process mechanical systems, and E/I&C integration.
  • Proven ability to manage construction in live treatment facilities with operational constraints.
  • Deep knowledge of municipal contracting, design-build risk allocation, and regulatory coordination.
  • Strong leadership, communication, and problem-solving skills suited for public-sector environments.
  • Balances strategic foresight with hands-on execution in complex, process-driven environments.
  • Leads with accountability, clarity, and purpose, setting expectations for safety, quality, and operational excellence.
  • Mentors project leadership and develops future water/wastewater construction leaders.

Working Conditions

  • Ability to travel to active project sites and attend meetings as required.
  • Ability to work in treatment facilities, construction environments, and field conditions inherent to water and wastewater projects.
