Job Description: ELR Business Analyst & Senior Quality Assurance Specialist

Location: Tallahassee, FL - Onsite 5 Days

Key Responsibilities:
  1. ELR Business Analysis and QA Tasks:
    • Lead software testing and data quality assurance tasks to ensure optimal performance of health information systems.
    • Perform object-oriented design, software testing, and development with the Rational Enterprise Suite, including Rational Unified Process (RUP), Rational Test Suite, Clear Case, Clear Quest, and SODA.
    • Utilize Rational automated testing tools for test automation and regression testing.
    • Ensure data integrity and process improvement for laboratory information management systems and surveillance reporting.
    • Collaborate in the development and maintenance of web-based applications, particularly within the .NET environment.
    • Apply Health Level 7 (HL7) standards for medical data exchanges and ensure seamless system integration.
  2. Quality Assurance Testing and Surveillance Systems Help Desk Support:
    • Develop and execute test plans, use cases, and test scripts for infectious diseases, adhering to national industry standards.
    • Coordinate and provide training for User Acceptance Testing (UAT) and ensure proper documentation of results.
    • Track and report metrics, including defects, for each software release cycle.
    • Automate test scripts and ensure their effectiveness using Rational Tools.
    • Monitor and provide technical support to surveillance systems, including help desk support.
  3. ELR Processing and Quality Control:
    • Review and evaluate existing processes for laboratory result consumption in health surveillance systems.
    • Perform quality assurance evaluations of ELR data from laboratories, ensuring proper filtering, processing, and reporting of laboratory results.
    • Design and test filters to manage and interpret laboratory data correctly.
    • Run queries to analyze data quality gaps and initiate corrective actions as necessary.
  4. User Acceptance Testing & Feedback:
    • Oversee UAT and provide support in identifying and resolving defects before the system goes into production.
    • Track and report test results, ensuring issues are addressed swiftly and corrective actions are implemented.
    • Research and suggest improvements to enhance case modeling and system reuse.
    • Collaborate with IT teams to ensure system integration and overall interoperability of public health surveillance systems.


Required Qualifications:
  • Experience:
    • At least 10 years of experience in software testing and data quality assurance tasks.
    • 10 years of experience using Rational automated testing tools (e.g., Rational Unified Process, Test Suite, Requisite Pro, Clear Case, Clear Quest, SODA).
    • 10 years of experience with object-oriented design and development.
    • 10 years of experience with Microsoft SQL databases and development of web-based applications.
    • 10 years of experience in health IT, particularly in laboratory information management systems, electronic health records, and public health surveillance.
  • Specialized Experience:
    • Experience with Health Level 7 (HL7) formatted data.
    • Expertise in coordinating UAT, managing test scripts, and automating testing processes.
  • Skills:
    • Strong ability to manage testing phases, track metrics, and report on software releases.
    • Deep understanding of web-based and client-server application testing.
    • Excellent problem-solving and communication skills.

Desirable Experience:
  • 4 years of experience with surveillance systems in the public health domain, including laboratory result processing and epidemiological data.
