The Air Force Civilian Service (AFCS) is looking for a Budget Analyst (GS-0560-13) to work at MacDill AFB, FL.
This SAP Analyst position is a vital position within the Special Prog/Sensitive Activities Branch. The individual will perform and monitor the budget execution over the command's Military Intelligence Program (MIP). The position plans and performs program and MIP budget formulation and justification. The individual will also perform budget impact analyses of programmatic adjustments involving the future budget years in the FYDP (Future Years Defense Program). Provides advice, assistance, and guidance on budget policy impacting the USSOCOM MIP funding.
Salary with locality, $106,437 - $138,370
This is a Term position Not to Exceed 1 year; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply, and if selected, a break in service of at least 3 calendar days may be required prior to appointment to this position.
Situational telework authorized, not a remote position

Qualifications:
US citizenship is required.
Must obtain and maintain a TS/SCI security clearance.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if requested, to submit to urinalyses testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
Members are required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
Comprehensive knowledge and understanding of various federal financial processes, including knowledge of the Congressional Budget Process, as it relates to the formulation of annual and multi-year budgets and timetables to achieve established mission objectives.
Knowledge of various DoD directives and the complex relationships between SOCOM and its combined relationships' procedures, policies and regulations which govern or affect the formulation, justification, and execution of USSOCOM's operating and/or investment program budgets and related costs.
Knowledge of missions, goals, objective, work processes, and sources of funding pertinent to assigned programs/organizations.
Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program/unit plans and funding.
Skill in identifying and analyzing cost-effectiveness relationships between operational and investment programs and short- and long-term strategic policies and objectives, all of which are subject to significant and continuing flux over time.
Skill in preparing written correspondence, presenting oral briefings and representing the organization's viewpoint in formal meetings and negotiations with officials, both within and outside Federal service.
Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and makes recommendations to resolve budget/funding problems.
Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
